Don't Talk to the Press! White Dot Infiltrates iTV Industry Trade Body by David Burke

Part One: Privacy at the Yale Club

The subject on the email was "Media Privacy Gang-Rape". But he seemed sane enough. For instance, he remained good-natured when I told him he was paranoid, especially in this paragraph:

"I am absolutely convinced" he wrote to me, "that televisions are already capable of acting as cameras which enable the media industry and their clients to observe and listen to everyone and everything within line of sight of the screen."

What sounds more crazy than saying "I think my TV set is watching me?" He might as well have signed his message "Napolean238@...". But few people understand this subject, and I'm glad the man found our website. I know how hard it is to choose the right words and anticipate what is possible, without losing all credibility.

For three years now, I have been studying the privacy issues surrounding digital interactive television, and I was able to reassure my correspondent that I hadn't heard anything about cameras when I snuck into the Addressable Media Coalition Luncheon at the Yale Club in New York. If those people don't know about surveillance gadgets in television sets, nobody does.

The Addressable Media Coalition (AMC) is a division of the Association for Interactive Marketing (AIM), which has recently been made a part of the Direct Marketing Association (DMA), a lobbying group for junk mailers, cold callers and market researchers. The AMC was established to realize the dream of addressable advertising - a new way to profile and target people based on their viewing behavior, or as it is now known, their "telegraphics". Prominent among the Coalition's 34 members are Nielsen Media Research, the advertising giant Young and Rubicam, WebTV, which is owned by Microsoft, and NDS, which is owned by Rupert Murdoch's News International.

The group I work for was not invited to join. I serve as British Director of White Dot, a small, but nevertheless international, campaign against television.

I was so disorganized that day, that when I got to the Yale Club, I didn't have business cards for my fictitious company. My suit looked nice.

"You don't have a business card?"

"Uh, no. "

But the young man on the door couldn't make too much fuss. I had missed the food, and walked straight into the AMC's Privacy Subcommittee meeting. The oak paneled room of 20 people sat quietly around their plates of cookies and china cups of surprisingly bad coffee, listening to a speakerphone, out of which the CEO of BeyondZ Interactive passed on what she knew of the lobbying situation in Washington.

She emphasized how important it was to negotiate something at the federal level, before individual states could pass their own privacy bills. Discussion turned to their narrow escape in California. That bill had gone so far as to require viewers' permission before monitoring could begin, and was only killed after intensive lobbying by Microsoft and AOL. Everyone agreed they were lucky. State Senator Debra Bowen had been too far ahead of the curve.

"May I ask who you are?"

I looked up, at Art Cohen, Senior Vice President of Advertising and Commerce for ACTV, and Chairman of the Coalition. I recognized him from the SpotOn promotional video he gives to advertisers.

Zoom right in - to a little street of identical houses. Are the happy people inside them identical as well? Oh no! They all have different skins, different numbers of children, make different money and want different things. Every time the old white couple with the poodle click on their remote control, it is recorded in a database on their set-top box. The same is true for the young black family with the Labrador. SpotOn software gathers this data, analyses it, and sends each of them targeted advertising or programs aimed at their unique behavior. The secret: artificial intelligence algorithms!

"See that box?" SpotOn's head of sales in Denver asked me at a trade show, "That box can hold 64,000 bits of information about you!" And that was just the General Instruments 2000 box, not even the GI
5000 everyone was talking about.

"I'm a programmer" I said, "I'm just beginning to work with interactive TV."

Why did I give my real name? That was so stupid. I had asked Mr. Cohen for an interview months ago, and he had turned me down.

"I've got to be careful about what I say," he told me on the phone, "because what I say could end up in a book, and I'll be sorry about it."

He looked at my registration form, then looked at me.

"You're not the press are you?"

"No" I said.

(a long pause.) "Okay."

I shook his hand. It was fleshy and strong, like his face. The fashionable, narrow lens glasses made a nice contrast. He looked good.

Art Cohen is very concerned about people listening in on what he says. With the Addressable Media Coalition, he is determined to offer a place where industry leaders can speak in confidence, agreeing how to proceed before saying anything in public.

"You don't want to talk to the press about any of this," he told us over and over. "If some bad PR got out, whether it's true or not, it might take us a year to make it up."

Everyone nodded. They all agreed they couldn't afford to make the same mistakes they had on the internet - rushing into a medium they didn't control, without a strategy in place, a back-up plan, just in case users found out about all those cookies.

Companies who make interactive television are keen to talk about "the coming digital revolution", hoping viewers will forget about the one that has already happened. Interactive TV is really a digital counter-revolution, walling in the content that viewers can see, and handing control of their news and leisure time back to broadcasters.

DoubleClick, the internet advertising firm, got into big trouble when they tried to connect internet surfing data with offline records from Abacus, a mail-order catalog company. But television service providers won't have to improvise this way. Digital set top boxes connect on and offline data as soon as they are installed. That is what the machine was designed to do. A number of companies now hope to connect the commercials you see to the products you buy using a supermarket loyalty card. There is no end to this convenience.

In Europe interactive TV is a big success. But the American industry requires visionary leaders to overcome the skepticism of advertisers and viewers. Art Cohen is running for Steve Jobs. And he might win; he talked tough and interrupted people. He moved around the room behind the CEOs, lost in thought one second, commanding our attention the next. We were all impressed.

I've interviewed dozens of executives in this industry, on the phone, in their "homes of the future" and at conferences on interactive TV and one-to-one marketing. These are people you will never meet, but who will soon know a great deal about you.

David Byrne, Senior Manager of Business Development at Microsoft was happy to talk about the warehouse of data that is being collected by WebTV, waiting for some future use. Other salesmen and women were young and excited to be part of the next big thing. They weren't sure how to handle privacy questions, but their repeated hope was in today's "media-savvy youth". Apparently, the younger kids are, the less they worry about privacy.

At one conference, Kirt Gunn of the advertising consultancy Cylo had a whole room laughing when he speculated why this might be: "I don't know whether it 's how many people read 1984 or what piece of the puzzle it is."

Indeed, Orwell's book is about to lose much of its rhetorical power. The real experience of interactive television will soon take its place. When consumers discover that their TV sets are recording what they do in their living rooms and bedrooms, they will either stand up and demand protection, or, conversely, they will learn to love it.

"Big Brother," our children may laugh someday, "Some old guy worried about that in the last century. But see - now they record everything I do, and I can order a pizza without dialing my telephone!"

The data analysts I've met were brilliant. I couldn't think of any use for this technology that was not already being studied or already in development.

Neal Muranyi of the Database Group is the man who first coined the term "telegraphics" to describe the data you and I will produce each evening. He has already seen how the insurance industry could save millions of dollars:

"Such systems would allow, say insurers to differentiate risk-averse conservatives from high-living show-offs, and then tailor both marketing messages and risk scoring systems accordingly."

Pat Dade of Synergy Consulting told me about his psychographic "value groups", people he has surveyed and interviewed until he is able to categorize the emotions that make them act. Here he describes how your television data will be used as a digital fingerprint, linking you into one of them:

"Let's say that the hypothesis is that an inner-directed person, if they watched da-da-da, would react in such and such a way. Now you can test that. You can test that at the end of each time, because you're starting with the question `Can we change or reinforce behavior based on this information?'"

Control. That's the slogan used to sell interactive television. But what really excites these people is the way it creates experimental conditions in the home. Your TV set will be able to show you something, monitor how you respond, and show you something else, working on you over time until it sees the desired behavior.

But who nicer to push the buttons? Pat Dade spoke like the gentle, self-help author he could so easily have been, and he had a nice sense of humor. When I found out that he had worked on Echelon, the US military's worldwide electronic eavesdropping system, he laughed.

"Oh yeah" he said, "We spied on everybody."

That's why the AMC Luncheon was such a surprise. These guys were so hard and aggressive, like big business baddies in a cartoon strip.

Poor Jerome Samson, the French data analyst working for Nielsen, was openly ridiculed for talking too long, and a running joke about "career terminating statements" was thrown back and forth between tough young sales reps.

Except for Karen Lennon of BeyondZ, none of the women dared say anything. And when some namby-pamby suggested explaining to viewers about the unique identifier and what we did with their data, Jack Myers of the Myers Report shot him down.

"Listen," he said, "There really is no such thing as privacy, unless you' re..[Unabomber] Ted Kaczynski or something. There is no privacy. It's all public relations. It's all perception."

At the top of the pecking order stood Art Cohen. And he made it clear there would be no telling viewers anything:

"Right now you're being targeted by Nielsen," he said, dismissively, "This is just better data. Nobody's getting permission now."

But then, it's like he had to go on:

"The difference is" he said, totally contradicting himself, "this box has a unique identifier, so you're able to poll boxes individually. The Cable Acts and things that were written years ago don't really deal with that."

It was then that I began to have the strangest feeling of sympathy for Art Cohen. I began to see how much we have in common. Oh sure, before congressmen he can play casual, and say the profiling he does is no different from the way people know their local grocer.

But in front of these advertisers, like Wes Booth of Grey Advertising, or Tim Hanlon of Starcom Worldwide, who was listening somewhere on that speakerphone, Cohen had to lay out his vision of the coming, irrevocable change to the way human beings live. He had to predict the unthinkable. He had to make people listen, but not in any way that could appear, let's say, too far ahead of the curve.

"This is going to happen" he was saying again, "Nothing is going to stop it. The technology is so powerful! It's not just interactivity; it's targetability and accountability. All the data is digital."

Would he find the right words? How do you describe a future that already takes up your entire present, that you have studied in the smallest detail, so that you are already living it - without sounding crazy?

"Television is projections!" he was insisting, "Nielsen is projections! This will be based on actual counts! .Instead of an unreal world of projected data, we're entering a real world of actual data, census data. That differentiates all these things from everything that's gone before."

What did he say? That was good. I scribbled it down. Census data! Why didn't I think of that? I've been so hung up on the experimental conditions thing. Cohen is a genius! That's the perfect way to describe it. This could bring the right-wingers on board!

Anyway, I wish my email correspondent had been there. There's nothing like being with people who finally understand what you're talking about.

Part Two: e-Trussed

In the following months, I took part in the AMC's Privacy Subcommittee Meetings. These were chaired by Karen Lennon, a very nice woman whom I would call a privacy dove. That is, she thinks everything will be fine as long as the consumers are told that their civil liberties are being spit on. But both she and the privacy hawks, who were against raising such issues in public, agreed on one thing: a privacy seal was urgently needed.

The AMC have published a Privacy Guideline document about this matter, explaining that an industry run system of self regulation had to be in place before legislators themselves understood what interactive TV was and how it would affect citizens' lives. The cornerstone of any such effort is to be a new Privacy Compliance Seal, that the Coalition hopes to announce with fanfare this Autumn. The rest of the Guideline document is written in vague language about respect and trust, although these two sentences do stand out:

Such security measures will vary depending on the configuration of the systems handling the data and the purpose of the data collected. Financial information, medical information, VOD/PVR/viewing information mapped to PII will require greater levels of security than anonymous information regarding clicks, viewing or purchases.

I suppose it is nice of them to fret over the security of viewers' financial and medical information, but what right do they have to all that data in the first place?

Anyway, these meetings were held mostly by conference call, so I will skip the witty personal observations and get right to the issues. What follows are the matters that were important to members of the AMC Privacy Subcommittee, the group that will be creating this new Privacy Compliance Seal. When consumers see this seal appear on their TV screens, reassuring them that the highest standards are being met, they should know what went on in these meetings where the Seal was created.

Goal: Persuade Legislators to Scrap the Cable Act An anomaly exists between the privacy regulation of cable and satellite. The
1984 Cable Act is far stricter. Both privacy advocates and broadcasters want to "level the playing field", except in different directions. Members of the Coalition were specifically advised to copy language that Cox cable had written up for their subscription contract. It was considered a good first step towards freeing interactive TV from the Cable Act.

Goal: Keep Legislation Away from the States It came up a number of times that state legislatures might propose their own privacy legislation. Debra Bowen's proposed opt-in legislation was discussed a number of times. Repeatedly, it was agreed that if legislation was to be changed, it was best done at the federal level, where the various media lobbyists had more influence.

Goal: Create a Privacy Seal Before Government Regulates Or, as Art Cohen said, "bites us in the ass".

One of the earliest conversations of the Privacy Subcommittee contained a humorous moment. Everyone had been agreeing that speed was of the essence and that the process of creating a Seal could not be allowed to bog down. A lawyer on the call offered to take the initiative and draw up a quick list of privacy principles.

That's when there was a silence, followed by a bit of laughter.

Of course he couldn't draw up such a list of privacy principles! We hadn't sent out our Privacy Audit, asking all our member companies what practices they already had in place! We had to ask them what data they gathered, where it was stored, whom it was shared with, everything!

The Privacy Audit was every question that I, investigating these companies, could ever want to ask. But it was more important for the AMC's Privacy Subcommittee, because the last thing we all wanted to do was put out rules that might "cut somebody out".

So there is the first lesson in how you create a Privacy Compliance Seal: Make sure it embodies the lowest common denominator of what everyone is already doing anyway.

Goal: Avoid Permission, Concentrate on Suitable Content The Privacy Guideline document was written by Karen Lennon and a man named Jim Koenig of something called the ePrivacy Group, which turns out to be a wholly owned subsidiary of a company called Postiva. So one would assume he is very strong on things like viewer permission.

But in the meetings, he claimed it was not important. He said that with education, viewers could be made to see that "suitable content" was more important than "permission."

In other words, if a television collects data and uses that data to provide programming that the viewer likes, and the user doesn't notice or sees no reason to complain, then there is no problem.

"There is no privacy problem if content gets 100% acceptance," said Koenig. ."If we can go towards relevance, that is ultimately where we want to go."

This argument is seductive, and has a lovely libertarian ring to it.

But think again about what he is saying. First of all, there is such a thing as the principle of privacy. And reasonable people can argue about where to draw lines around it. But whatever your definition, privacy is a principle of human rights. It must be defined somewhere and respected.

What principle has Jim Koenig defined that the AMC can then respect? Absolutely none.

When he says the AMC should move away from permission and towards "relevance", he implies that no principle is at stake that would require a viewer's agreement. In fact, his advice to his fellow iTV producers is not "give consumers what they want", but "do to consumers whatever they let us get away with".

And here is a second way that Koenig's comment betrays his industry's disrespect for its customers:

The viewers he is describing, who meekly accept his scrutiny, are not told the truth about what he does in their homes, or what he will do with the data he gathers. Every month new interactive systems are launched, and each arrives with two sets of promotional literature: one set for the viewers and another for the advertisers.

Viewers are told how they will be able to order pizzas through their TV sets, advertisers are told about psychographic marketing and links to huge third party data services. Who would knowingly 'opt in' to that? No one. And Jim Koenig knows it.

Yes, iTV producers and privacy advocates share a fondness for overblown rhetoric. But if the people in this industry refuse to be restrained by any principle you could discuss calmly, then we on the outside must continue to imagine that they will follow Koenig's advice, and do whatever they want until somebody complains.

Goal: Just Get A Birthday and ZIP Code! Now that the Center for Digital Democracy has published its report exposing interactive television, Ben Issacson has been very busy. He is the Executive Director of the Addressable Media Coalition's parent body, the Association for Interactive Media (AIM) and he has been offering himself to any news organization covering the story, rushing to assure viewers at home that nothing is wrong.

"The industry plans are to collect aggregate information for advertising," he told WIRED magazine, "but not to collect information without user knowledge and consent."

Notice his emphasis on the word aggregate, the implication being that even if your data finds its way into a database, it would never be connected to you personally. But that is not what Ben was saying when the Addressable Media Coalition met behind closed doors to discuss data collection issues and their new "Privacy Compliance Seal". At that meeting, Ben was reassuring his fellow interactive programmers that individuals could always be identified.

"You have one company that wants information," he told us, "they may ask it directly up front, but they may see a decline in the number of subscribers, because the users feel it's intrusive. On the other end, let's say I want the same information, but jeez, I can't bring myself to ask that, because the decline is percipitous, so I already have their nine digit ZIP code, I'm going to ask them for their birth date, just to confirm it. With a 97 percent accuracy I can then derive that data of who they are, and go buy all that information."

Ben Issacson is deliberately misleading reporters and the consumers who read about this issue. That is not surprizing; Mr. Issacson is a paid spokesman of the interactive advertising industry. What needs attention though is his use of the word "aggregate". He and the programmers he represents are purposely trying to create the impression that "aggregate" data must be "anonymous" data, and therefore protects the viewers who surrender it.

Not so. If the data describes a small enough pool of subjects (individuals with a certain birthdate in a certain ZIP code for instance) then it becomes possible to use that data as if it were personally identifiable. In data wharehousing theory, this is called a dataset's "granularity". And like the granularity of a photograph, it shows a clearer and clearer picture of a crowd, until it is possible to pick out individual faces. Ben Issacson has assured his fellow members of the AMC that he can pick out those faces with
97% accuracy. Shall we then call his data "personally identifiable"? Of course! And it should be regulated as such.

As for the "knowledge and consent" Mr. Issacson mentioned, the Addressable Media Coalition hopes to standardize what viewers everywhere are asked to sign when they subscribe to interactive television. One wording that members liked was "Yes, I want rich personalization!". Who would imagine that little phrase actually gives a cable or satellite company the permission to do so much? If you see these words, watch out.

Goal: Tell Us About Yourself! It turns out that the moment you sign up for interactive television is the most important 15 minutes in the history of television. Art Cohen, Chairman of the Addressable Media Coalition, was especially keen on this point. Set top boxes are expensive, he told us. And if cable or satellite companies are going to subsedize these boxes, they will want as much information as possible in return, to hold and use for targeting.

When you stand there looking over your television subscription form, wondering why there are so many questions to fill out, consider what Cohen told the Coalition:

"When you put these boxes out there," he said, "you also want to know who these people are, in addition to what they have in their billing methods, it's very important to these cable operators that the minute they install that cable box, they want to give you a questionnaire."

The checkbox where the user opts-in our opt-out of "rich personalization" is important. But Cohen then described other questions that should be asked, in a standardized way, of every new customer:

".. whatever demographics they can collect because, think about it, if you don't get that, you have to go outside to other sources and it's not as accurate. The whole point being that the cable box is a polling mechanism - the absolute customization, media tool. You have to get as much information as you can on installation and in the follow up."

Another member of the Addressable Media Coalition, this august body which is soon to launch its own Privacy Compliance Seal, named Bob Williams, was enthusiastic about the way such information could be used, saying "Once you get their credit card number, you can get their whole history. There's no stopping you!"

Chairman Cohen saw a public relations disaster in the making. "Sure" he joked, "we can have DoubleClick make that announcement. And make sure you have plenty of press there."

That's funny. But what is funnier, of course, is that DoubleClick will never have information as complete as the people who provide interactive television. There are no technical obstacles to stop these men and women from collecting the data they want, only the law.

Freedom Isn't Free, and Silence is Consent!
Call it "an extra-judicial corrections system", or call it "KKK for everyone."
But make no mistake about it: The fact that viglante stalking and electronic harassment has become common, and is NOT prosecuted by the justice system of any country, means that constitutional rule of law is DEAD. When citizens can be targeted for years and DECADES without law enforcement acting to stop the crimes, you have no rule of law, you have the rule of the jungle.
What you are going to read on this site may not seem real to the unaware public. There are three statistics, two from official professional sources, which support what we are asserting here:
 ** A survey like the one on this site was posted on a high volume news site in 2002. 12,000 people visited that survey in 24 hours. About 120 sent in responses saying they had most or all of the symptoms of vigilante stalking with electronic harassment. That is 1 person in a hundred, primarily in North America.
 ** Statistics from the book Mobbing: Emotional Abuse in the American Workplace show that in Sweden, about 3.5% of the working population is subject to mobbing, which is gang stalking in the workplace. 3.5% of working people is roughly 1 person in a hundred total, and is in line with the vigilante stalking survey above.
 ** Statistics from the U.S. Centers for Disease Control concerning harassment and stalking cases give an overall figure for the U.S. of 4.5 people per 100 as having been harassed or stalked at one time. Our informal survey's result of about one person per 100 being targeted by organized stalking fits well within that 4.5 per 100 figure. (Source, ABC News)
 ** Statistics from the British (government) Home Office state that 1,900,000 people in the United Kingdom were victims of stalking or harassment at any one time as of the year 2001. That is about 3 people per hundred. Here again, the vigilante stalking survey's 1 person in a hundred is not out of line. Most interesting is that roughly 45% of the stalking victims are MEN! That suggests a very different picture from the conventional view of stalking victims being mostly women, and may well point toward the type of stalking described here, on this web site. So when we discuss citizen vigilante gangstalking with electronic harassment here, please keep in mind that this is a real issue, not some empty ranting. One question which deserves to be asked of government and the media repeatedly is: Why is vigilante stalking being hushed up?
Vigilante stalking is not new. Here is an Ohio, USA, family in which THREE GENERATIONS have been targeted.
Some of us know why we were "turned in" for this harassment, but we don't really know why such a large, expensive network of citizen harassers came about. We do know that as dictatorships are in the forming stage, local neighbourhood surveillance and harassment groups are set up. Once the dictatorship takes over, these local surveillance and harassment groups ensure that the dictator stays in power. This political motive seems to be the only likely answer to the question of why so many resources are expended to keep these harassment groups in operation and expanding.
Daily, unexplainable harassment. Break-ins at home, work, and car. Thefts and sabotage just below a cost where police will act. Vicious, well organized rumour campaigns. Destruction of reputation, career, and relationships. Unusual medical symptoms for which doctors find no cause. Well organized, very cleverly engineered 24/7 harassment by vigilante-style stalking gangs, activities of which are ignored and denied by all levels of government. These vigilante gangs are NETWORKED and moving to a different city does NOT stop the harassment.
Electronically induced sleep deprivation and PAIN.
This web site is about one type of the ongoing (and vigorously denied) government ignored or backed crimes. This crime can be called "gang stalking" or "vigilante gang stalking" and is sometimes accompanied by invasive, through-the-wall, zero trace evidence "electronic harassment."
These crimes probably grew out of historical operations such as MKULTRA, and COINTELPRO. The code names were dropped, but there is no evidence the activity ever stopped. The crime documented here is a literal covert war on citizens. This covert war operates like a cross between citizen vigilante style "criminal rehabilitation groups" and "contract revenge services" for the rich and powerful.
Our targeted people have had great difficulty finding out who is behind this seeming "parallel justice system." A justice system in which the innocent are "prosecuted" and punished without the right to face their accusers or put up any kind of defence.

On very rare occasions, one of our members will find a revealing piece of information. One such revelation comes from a member who has a seniour police officer as a personal friend. This police officer (on condition of anonymity) revealed that many police departments tacitly encourage the activity of these citizen vigilante groups because they "keep criminals in line."
The anonymous police officer said police recognize that innocent people will sometimes be targeted too, but some police departments consider that an acceptable price to pay for crime control. One police officer admitted to a target that she had been targeted due to illnesses suggesting she was a methamphetamine addict. In fact, she was not, but had unknowingly moved into a house which had been used as a meth manufacturing lab.

If you are a sworn police officer, or a licenced psychiatrist, psychologist, or mental health counselor, who knows something about this issue, we would like to interview you ANONYMOUSLY in a non-confrontational mode on Road to Freedom.
We will need to have some form of verification that you are credentialled but we will ensure that no record of your identity will be kept. We are interested in opening a dialogue about vigilante stalking and electronic harassment with you professionals, who are most likely to be called upon to deal with our members in crisis situations. Retirees who retired in good standing are welcome.
Having a professional organization assure us you are credentialled, but not give us your name, would be ideal. That way we do not know your name which is about as anonymous as it is possible to get.
We will provide you with an initial set of questions we would like to ask before you commit to coming on the program. If requested, we can apply voice changing to the interview before posting.
We do not have caller ID, and the listeners will be advised to make up their own minds as to whether a given interviewee is providing good information or not. Anonymous interviews will not be recorded with listeners calling in, unless the interviewee requests that.

Citizens who "know something" about organized stalking
wanted for Anonymous Interviews
Ordinary citizens who "know something" about organized stalking FROM THE INSIDE are invited to appear on Road to Freedom to share what they know anonymously. Citizen gang stalkers themselves are also welcome and we will assure anonymity. People in many trades are both recruited as citizen gang stalkers, and others may have inside information about these operations.
If citizens voluteering to be interviewed are sure they have enough information to talk for more than half an hour, we can turn over an entire show to that volunteer. We can also invite citizens who "know something" to come on for only a portion of a show on another topic. That is up to the volunteer.
Because these citizen interviews will be very different, we won't be able to supply a list of questions in advance of the show. In effect, the citizen being interviewed will decide what gets talked about. Our purpose is not to confront the guests, rather, it is to begin a dialogue which will both inform the listener and may lead eventually to the perpetrators realizing they have been sold a pack of lies to get them to commit crimes.

What is unique today is that you do NOT need to be "somebody special" to be targeted. (Also unique is that unlike crime gangs, the citizen gang members often have no criminal records. This makes it difficult to prove their participation, as they appear to be "pillars of the community.")
Police often deny that stalking by more than one stalker happens, and the medical establishment usually backs up this misconception. It is interesting that womens' assault centers understand that multiple stalking happens, but police and doctors don't.
The purpose of this covert war on citizens appears to be one phase of a quiet push towards a new fascist world government. Today's tactics appear to be, in contrast with other dictators, to make every move towards elimination of freedom appear to be normal, everything-is-OK, beneficial and routine government business. Sooner or later, this veneer of normal business will break, but by then, it may be too late to stop.

Why do "they" let us post sites like this one?
My (Eleanor White's) best answer is that by letting web sites like this one stay posted, and by letting Patriot radio shows broadcast information about this crime, the public is likely to think "there's nothing to it" just because sites like this one are allowed to stay posted. In other words, NOT taking us out is a deliberate psychological tactic, not an accident or oversight.
Once the full extent of corruption in post World War II governments is understood, the covert harassment of citizens can be seen as just one more in an endless litany of well planned and VERY well covered up crimes.
** "Perp or Starve!" **
Observations, and even a few face to face conversations with the perps, some members of the vigilante/harassment gangs, reveals a pitiful picture where some of them started out being harassed themselves, and particularly had every job opportunity trashed. This left the target with seemingly no choice but to join the perps to receive minimal sustenance. This method of recruitment is being enhanced by shipping many jobs overseas, and is a particularly grievous crime in itself.

This zero-trace-evidence technology is ideal for governments and vigilante groups that like to circumvent constitutional rights - hey, they can just go straight to punishment, with no need for messy things like trials.
(Perhaps most surprising of all is that unofficial "criminal rehabilitation" vigilante groups are participating in this electronically- assisted harassment of people who are NOT criminals. These locals have been lied to by officials and are convinced they are doing good things for the community. One lady involved stated her church group "felt they were 'angels left behind' to 'straighten people out' so they could come to the Lord." Only problem is, these folks are trying to 'straighten people out' who have NO criminal record, and, are at the same time, engaging in SERIOUS criminal behavior themselves!)

Increasing numbers of citizens are reporting what could be called "social control" or "vigilante gang stalking", (also known as "prison without bars".) This is 24/7 surveillance and harassment. It continues until the death of the target in virtually all cases. It canNOT be stopped by moving, as the citizen vigilante gangs are totally networked and coordinated.
The book, Terrorist Stalking in America, by David Lawson, describes these vigilante stalking gangs very accurately.
A survey of 12,000 North Americans in April 2002 suggested that a possible one percent (3 million) people have been brought under this silent, covert program of oppression and ruination of life. Our experience is that it can take time, in some cases years, before the targets of this program realize it is more than just "bad luck", because the harassment is designed so as to appear to be "life's normal breaks", and not attract attention from police.
At one person in a hundred, everyone knows someone who is targeted, even if that targeted person is as yet unaware.
Today's vigilante gang stalking is the current-day version of what used to be FBI-style COINTELPRO crimes.
Current day social control harassment programs are made possible by the ability to recruit people who are willing to inflict pain on others, well documented by looking up the famous Milgram experiments. Recruits are told vicious LIES about the target, giving the recruit the false impression that they are doing "good work" for their community.
For those who are unable to belive that large scale human rights atrocities can occur in "democratic countries" yet not appear in the media, consider the outrageous, current-day epidemic of pedophilia. Cover is provided by pedophiles occupying positions high up on the authority scale, who lead double lives, and make sure the issue stays out of public view.
The public is familiar with the harassment of government and corporate whistleblowers, but what is unique about today is that people who are not important in any way are receiving the same treatment, often for relatively minor reasons, and often for unknown reasons as well. Can this be a case where the covert harassment "army" is being recruited and trained and kept proficient by harassing people who have no criminal record?
The main techniques used by these "social controllers," who oversee the vigilante gang stalking and electronic harassment, are reportedly:
 Hypnosis, transmitted silently, by electronic means, targeting both the victim and people associated with the victim; a slight "ringing in the ears" is one indication this is happening
 Official "investigations" which don't ever seem to end, and with no defined purpose, and where the harassment target is unaware of the investigation
 Rumours of illegal and immoral behavior spread about the harassment target among neighbours, co-workers, and even some family members
 "Street theater" and neighbor "skits" designed (very cleverly) to keep the harassment target uncomfortable and isolated for years; often, whenever target moves, new neighbors are moved in soon after (performed by grossly misinformed local vigilantes)
 Sabotage of personal possessions and work at the target's home, place of employment, and locked automobile
An anonymous letter from someone claiming to be a PERPETRATOR in this covert program stated that he was recruited by being told he was participating in "criminal rehabilitation", in spite of the fact that overwhelmingly, victims of this program do not have criminal records. (And those who have, have paid their debt and are no longer active as criminals.)
Cover is being provided by official denial and ridicule, and psychiatrists assist, often claiming they are unaware of even the well-known MKULTRA atrocities. Once designated as a target, CONTROL is exercised over these facets of the harassment target's life:
 who your friends are, and in many cases whether you will have any friends at all
 how your relations with family will go
 how your relationships with business associates go
 what sort of jobs you will be allowed to hold, regardless of your qualifications, and for how long, and what the quality of your work will be
 how your health will fare, and in many cases if you will even be allowed good health
 whether or not you will be able to enjoy any of life's pleasures
 whether or not you will have any privacy at all
 how well you will be treated in stores and other places of public service
 how well your possessions will work and how long they will work without breakdowns
 how much sleep you will be allowed
 how long you, your children, and your pets will have between occurrences of bodily pain, fatigue, sleep deprivation

Five Available Harassment Technologies:

There are five older technologies capable of extreme destruction of the ability to earn a living, and the quality of life of a target, listed below. None of these technologies require implants, and all can be transmitted silently, through walls, and leave no trace evidence.
Since few targets will aquire the correct detection equipment, destruction of a target's life even using these older technologies is a perfect crime under today's justice system. Today's justice system denies that any effective through wall harassment technologies exist, probably because they tacitly approve of the activities of the "anti crime" vigilante groups who sometimes use this equipment.
Here is the list:
 A simple microwave oven, door removed, with the door interlock switch bypassed, and held against the bedroom wall of a target in an apartment building or semi-detached house. This device can cause a variety of disabling medical symptoms.

 Together with Sharp's voice to skull, Silent Sound projected through a bedroom wall can hypnotize a target in their bed with the target being unaware. Unaware hypnosis is CLEARLY electronic harassment in the EXTREME!

It is important for people who discover they are targets to realize that hearing acoustic effects does *NOT* mean that the older technologies like sound and microwave are what actually carried the acoustic effects into their homes and perceived hearing. Meet the Gang Stalking/Electronic Harassment Targets

People, one of our members who is an accomplished remote
viewer has discovered that some of our local harassment,
particularly the non-electronic "gang stalking" portion,
is being carried out by community groups who believe they
are doing good work for the community by "rehabilitating
people" who have criminal records, may be thieves, drug
addicts, pedophiles, or other habitual criminal activity.
You should know that if you are one who is participating
in such activity for reasons of "criminal rehabilitation",
you have been LIED to by the higher echelons of a group that
also uses extremely debilitating electronic mind/body weapons
on us around the clock.
These upper echelons are using you to commit very serious
crimes against people who are innocent of any crime. You
should give this some careful thought, particularly if you
are religiously inclined. If not, you may still be setting
yourselves up for some major prison time for carrying out
the wishes of the covert criminal element who got you started
into this criminal activity.
And, please ask yourself this:
Do you really expect to escape death? Do you really expect
that choosing a career of torturing innocent people will have
no consequences for you in the NEXT life? Do you really
think, after hearing reports from MILLIONS of people who
have "died" and come back, that there is no "next life"?

Terri's fight continues for others
Theresa "Terri" Schindler tortured to death March 31, 2005, by judicial crime, by denial of water for 14 days, while "police" (Nazi thugs) arrested 47 heroes who tried to get Terri WATER in her hospice prison. This was a federal and state felony because Terri was NEVER in a coma, never vegetative, never had a terminal condition, and many doctors filed affidavits stating she was an eminently good candidate for rehabilitation, at age 41. The police enforcing this order KNEW that, and also knew they were enforcing an illegal order. (Other police officers repeatedly advised them of that.)
Politicians such as Florida governor Jeb Bush postured mightily, bemoaning Terri's torture but, while having the authority and DUTY to stop the crime, never did more than tinker with legislation as Terri lay cracking and bleeding from lack of water.
Even dying cancer patients get ice chips in their mouth to ease their suffering during dehydration, while Terri was denied ALL liquid. The criminals who tortured Terri to death only allowed her last rites Holy Communion ONE DROP OF WINE to make sure Terri dehydrated faster! God PUNISH the criminals in government who ordered Terri's torture!

A footnote for my fellow Christians...
Our group has asked almost every Christian church and activism group for help in publicizing and exposing the continuing in-home and in-community torture of the one in a hundred targets of vigilante gang stalking and electronic harassment. Our group has been consistently ignored, and in some instances severely rebuffed by both clergy and laity, and in one case, we were threatened with legal action for a simple appeal for PRAYER.
MKULTRA-era history, COINTELPRO history (current-day electronic harassment's progenitors) and unclassified and commerical devices which can carry out this torture are firmly established facts. We are not asking for anything close to a "leap of faith", as we have ample factual material to convince most people of average open-mindedness who will take the time to learn the facts.
In fact ... the United States Government, the Russian Government, and the European Parliament ... are finally, after decades, timidly beginning to address this issue in their legal structure. These initiatives do show you that this is not a hoax or a wild goose issue, and you can pray with confidence.
It is my prayer that there are a few true Christians out there who will at least PRAY for, if not publicly support, this cause, which can only be dear to the Heart of God.
(Pleasing God also would be prayers that Satan's grip on the perpetrators might be shaken loose, permanently. While you are at it, you might add some prayers for the hundreds of thousands of child sex slaves around the world, some kidnapped from North American homes. Our MKULTRA survivor colleagues lived through that too.)

LOW-POWER MICROWAVE TESTING CARRIED OUT BY NASA

Abstract:
A decoy and deception concept presently being considered is to remotely create the perception of noise in the heads of personnel by exposing them to low power, pulsed microwaves. When people are illuminated with properly modulated low power microwaves the sensation is reported as a buzzing, clicking, or hissing which seems to originate (regardless of the person's position in the field) within or just behind the head.
* The phenomena occurs at average power densities as low as microwatts per square centimeter with carrier frequencies from 0.4 to 3.0 GHz.

By proper choice of pulse characteristics, intelligible speech may be created. Before this technique may be extended and used for military applications, an understanding of the basic principles must be developed. Alan Holmes, Assistant Secretary for special operations and low intensity conflicts at Department of Defense is the witness. July 31, 1995 Opening Statement (Excerpt) Amb. Holmes: In addition, from March ten to seventeen, we provided equipment to interfere with television reception within the compound, and we provided civilian personnel support to operate that equipment. The equipment was removed from Waco on March eighteen. Later Mr. Zeliff: Why was the jamming equipment used at Waco? You indicated in your testimony, in your opening statement March tenth to March seventeenth and then was removed on the eighteenth. Does the use of such equipment need Presidential approval or anybody&#39;s approval? Amb. Holmes: That equipment was used to interfere with the TV reception. It is approvable by normal DOD authority. It is equipment that was requested, and we respond to that under existing authority. Mr. McCollum: Now, with regard to jamming equipment that was used to prevent television signals, you indicated that the operation of this equipment was by civilians. Did you mean the FBI, you did not mean civilian military personnel did you? Amb. Holmes: No, I...let me check something here. (Holmes checks his notes.) The equipment to interfere with the reception of the TV signals was operated by DOD civilians. Mr. McCollum: It was by DOD civilians? Amb. Holmes: Yes. Mr. Schiff: Mr. Holmes, I&#39;d like to ask you this question. I believe you said that Department of Defense civilian personnel were operating some surveillance equipment at the Waco site? Amb. Holmes: No, I said that DOD civilians were operating equipment to interfere with the reception of TV signals in the compound for approximately five days in mid-March. Mr. Schiff: Were they operating from some location other than right around the Waco compound? Amb. Holmes: That was operated right there in the vicinity. I don&#39;t recall exactly where it was, but it was definitely right there in the Waco vicinity. Mr. Schiff: What agency did those, within the DOD, what agency, what service did those civilians come from? Amb. Holmes: (Holmes checks his notes) They came from the Air Force. Mr. Schiff: And if we need their names, are you able to provide that, at some point? Amb. Holmes: I think we could do that. I don&#39;t see why not. Mr. Zeliff: Mr. Ambassador, the fact that you indicated that the Air Force used jamming devices, and I believe, that was for about a week and then they left on the eighteenth. Why did they leave? Amb. Holmes: I really don&#39;t know why they left, but they did. (Laughter from the committees.) Mr. Zeliff: They just thought it was a good idea to do it for a week and then leave? Amb. Holmes: I don&#39;t know, let me consult with some of my colleagues. (Holmes speaks with a man seated behind him.) Mr. Zeliff: And I understand they were DOD civilians? Amb. Holmes: I think probably the answer to that question should be directed to the FBI. I mean they, you know.... Mr. Zeliff: OK, we&#39;ll do that. Amb. Holmes: They must have said they didn&#39;t need them. Mr. Zeliff: And my question really is...is they were DOD civilians, I think I heard you say? Amb. Holmes: Yes. FCC Chairman Kennard ignores Communications Act. FCC Chairman Kennard ignores request to investigate jamming, stands in violation of Freedom of Information Act, as of October 21, 1998. When Congressman Gingrich received his copy of this letter, he announced his resignation, rather than investigate. George Zimmerlee 89 Rhodes Drive Marietta, Georgia 30068 October 3, 1998 Chairman William Kennard Federal Communications Commission 1919 M Street, NW Washington, DC 20554 Chairman Kennard: I request your immediate attention in doing the work of the Commission in executing and enforcing the Communications Act and to assisting in arrest and prosecutions of Commission personnel and personnel of other agencies, to declassify all documents pertaining to these operations and to release all files pertaining to these operations. Criminal Activity Included in this package are documents which show that the FCC worked together with the FBI and probably with the U.S. Air Force to knowingly, deliberately, intentionally, willfully, purposefully, maliciously and criminally violate provisions of the Communications Act. Any claim that the FCC was present only to monitor operations for compliance is not believable in light of the violations by Departments of Justice (FBI) and Department of Defense (Air Force). Obviously the mission of FCC at Waco had nothing to do with Communications Act compliance. Section 706 misuse Section 706 of the Communications Act allows the President to suspend the Act in certain situations. Some agencies claimed to have violated no laws. If the President invoked Sec.706, this would create a legal status wherein normally illegal operations became &quot;legal&quot;, but would have been an abuse of power for political purposes. Background During the 1993 assault, standoff, and siege at Waco, Texas between members of the Branch Davidian Church and BATF, FBI, and U.S. and foreign military forces, deliberate interference to various services were carried out by FBI and U.S. Air Force. FBI has admitted to jamming AM and FM broadcasters and television broadcasters in the Waco, Texas area and jamming the Amateur Radio Service. Because of the frequencies in use, the FBI also caused interference to amateur service operations in foreign nations worldwide. Ambassador Holmes admits that U.S. Air Force jammed television broadcasters in the Waco, Texas area. At no time did any operations of any broadcasters or the amateur station within Mount Carmel Center (the church and home of the Branch Davidians) present any threat or danger to order, public safety, or decency. Broadcasters and the amateur station were in compliance with all laws. FCC took no action against any broadcasters or the amateur station to require suspension of operations. FCC made no notice of illegal operations or technical violations to broadcasters or the amateur station. Therefore, there is no reason for broadcasters or the amateur station to cease or modify operations. FBI made no request of the amateur station to cease operations. FBI did engage in illegal intimidation against broadcasters in the Waco, Texas area by claiming the FBI was part of the same government which issues broadcasting licenses. FBI made no lawful request of broadcasters to cease operations. FBI had no such jurisdiction or authority. Communications Act Violations Equipment used for deliberate interference operated by FBI and Air Force were government operated stations. Such operations is in violation of Section 305 (47 USC 305). FCC supplying equipment to and tolerating illegal operations of FBI and Air Force makes FCC a co-conspirator to jamming and, therefore, censorship of broadcasters and the Amateur Radio Service. Such FCC censorship violates Section 326 (47 USC 326). FBI and Air Force personnel operated equipment to willfully and maliciously interfere with stations licensed under the Act. These persons violated Section 333 (47 USC 333). These violations should not be considered a complete list of Communications Act violations, only those which have already been admitted. Since you are charged with execution and enforcement of the Act, you are hereby required to immediately and most judiciously investigate these illegal operations over which you have purview. Additional Violations Other violations over which you have purview are illegal wiretapping on the part of the FBI and BATF to intercept telephone communications of the Branch Davidians and illegal interception of a phone call made by David Koresh (Vernon Howell) to the emergency 911 service made by means of a cellular telephone. Such interception was in violation of the Electronic Communications Privacy Act. Additional violations of ECPA probably took place, namely the interception of cellular communications to strip an electronic identification code for the purpose of determining the cellular service provider used by Koresh. Other illegal operations may have been non-standard operations within the cellular radio service for the purpose of draining battery power of the cellular phone used by Koresh and setting up a counterfeit cell site or clone of a legitimate cell site. I hereby request you investigate these violations in addition to other violations, to declassify all documents pertaining to such operations and to release all files. 51-day standoff with Bureau of Alcohol, Tobacco, and Firearms (BATF), and Federal Bureau of Investigation (FBI) in 1993. 2) Orders from the President of the United States which authorized the jamming activities (radio frequency interference) against radio and television broadcasters during the 51-day standoff between the Branch Davidian Church and the BATF and the FBI. 3) Any documents exempting or excusing the FCC from its duty to execute and enforce provisions of the Communications Act of 1934 concerning the jamming activities (radio frequency interference) conducted during the 51-day standoff between the Branch Davidian Church and the BATF and FBI. 4) All documents, duty logs, or operation logs pertaining to operation of a jamming transmitter by FBI or FBI personnel, or FCC or FCC personnel, or Department of Defense (DOD) or Air Force personnel. 5) Any documents which pertain to FBI or FBI personnel, or FCC or FCC personnel, or DOD or Air Force personnel involvement in jamming operations (radio frequency interference) against the Citizens Radio Service, the Amateur Radio Service, Radio Broadcast Service, or Television Broadcast Service or Cellular Radio Service. 6) Any to the use of jamming equipment against the Branch Davidian Church or radio or television broadcasters. 9) Any document listing frequencies or stations to be jammed, or which were jammed, or any list giving priority of stations to be jammed. 10) Any document pertaining to program materials or types of programming to be jammed. 11) Any documents which establish that any private telecommunications of the Branch Davidian Church at Mount Carmel Center or any Citizens Radio Service or Amateur Radio Service stations therein were a danger to the security of the state or contrary to its laws, or to public order or to decency. 12) Any document pertaining to distress message traffic sent by any means from the the Branch Davidian Church building (Mount Carmel Center) or any distress message traffic which may have been sent by Amateur Radio Stations KB5UPG, KJ5HJ, AB5KZ, KJ5HK, or AB5LA known to exist at Mount Carmel Center, or any distress message traffic sent from Mount Carmel Center by means of the Citizens Radio Service or cellular telephone. 13) Any document pertain to antennas or the destruction of any antennas, antenna structures, antenna towers, or any supporting structures or towers or poles or trees which supported any antennas on the Branch Davidian Church property at Mount Carmel Center. 14) Any document pertaining to the interception of telephone conversations from Mount Carmel Center by cellular telephone. 15) Any document or communication between the Attorney General of the United States, or any Assistant U.S. Attorney at Waco which authorized or approved jamming operations. 16) Any document from any authority, or de facto authority, or persons or agencies acting as authority, even under color of law, which gave approval or authorization to any electronic operations, electronic perimeter, or deliberate interference or jamming to communications regardless of means or type of communication, or efforts to prevent anyone from receiving, hearing, seeing or witnessing communications, broadcast, signals, or messages or any type regardless of means or transmission or reception. 17) Any document from the National Telecommunications and Information Administration which authorized or approved jamming operations (radio frequency interference). 18 Any document authorizing the FBI or FCC or Department of Defense or Air Force or other agency of government to engage in violations of the Communications Act of 1934, or the Electronic Communications Privacy Act of 1986, or 18 USC 2511 (Wiretapping). 19) Any document from the International Telecommunication Union or the United Nations authorizing violation of the International Radio Regulations, Article 44, 1. pertaining to harmful interference or authorizing violation of Article 45, 1. pertaining to priority of distress communications. 20) Any document pertaining to a regulation, instruction, or order establishing jamming as acceptable, permissible, or as standard operating procedure. 21) Any other related documents pertaining to jamming conducted during the 51-day standoff. 22) Any document made pursuant to Section 706 of the Communications Act of 1934 (as amended), 47 USC 706, regarding the suspension of the Act during 1993 or regarding any jamming operations (radio frequency interference) conducted during the 51-day standoff at Mount Carmel Center. 23) Any document, technical manuals, or specification pertaining to or describing the jamming equipment which was supplied to the FBI or FBI personnel, or FCC or FCC personnel, or Department of Defense (DOD) or Air Force personnel. 24) Any document referring to jamming operations (radio frequency interference) conducted by DOD or Air Force personnel, including Air Force civilians. 25) Any document referred to by John H. Kaul, Legislative Counsel, Office of Public and Congressional Affairs at FBI in his letter of April 5, 1994 (copy enclosed). These documents may have authorized &quot;electronic operations&quot;, or an &quot;electronic perimeter&quot;, or efforts to &quot;deny those communications&quot;, or to cause radio frequency interference to a station in the Citizens Radio Service, or to cause radio frequency interference to radio and television stations in the Radio Broadcast Service, or to cause radio frequency interference to a station in the Amateur Radio Service. Kaul refers to approval of electronic operations by an Assistant U.S. Attorney at the Waco command post. 26) Any document which delegates authority to any U.S. Attorney or the Attorney General to execute and enforce provisions of the Communications Act of 1934, as amended, especially Sections 305, 326, 333, and 706. 27) Any document exempting or excusing the Federal Communications Commission from its duty to execute and enforce the Communications Act of 1934 during the 51-day standoff between the Branch Davidian Church and the BATF and FBI. 28) Any document giving approval to FBI, BATF, FCC, DOD, Air Force, or other agency of government to intercept wire-line or cellular telephone conversations of anyone inside Mount Carmel Center, near Waco, Texas, the home of the Branch Davidian Church. 29) Any document approving or authorizing any agency of government to modify or sabotage wire-line or cellular telephone equipment inside Mount Carmel Center during or before the 51-day standoff with BATF and FBI. 30) Any document approving or authorizing any agency of government to modify, disable, sabotage, or destroy a high-frequency transceiver or any other radio equipment inside the Branch Davidian Church building (Mount Carmel Center) during or before the 51-day standoff with BATF and FBI. 31) Any document authorizing or approving any agency of government to engage in any electronic operation against the Branch Davidian Church at Mount Carmel Center, including electronic surveillance of any kind or jamming of any kind. 32) Any document authorizing or approving foreign military forces to engage in any electronic operations against the Branch Davidian Church at Mount Carmel Center, including electronic surveillance of any kind or jamming of any kind. 33) Any document authorizing or approving any agency of government or any foreign military force to remove, disable, sabotage or destroy any antenna, antenna structures, or antenna towers or supporting structures at Mount Carmel Center. 34) Any communication with the FBI concerning the Branch Davidian Church at Mount Carmel Center near Waco, Texas. 35) Any communication with the National Telecommunications and Information Administration concerning the Branch Davidian Church at Mount Carmel Center near Waco, Texas, the amateur radio station therein, or its operators. 36) Any other related documents pertaining to jamming or electronic surveillance or electronic operations conducted during or before the 51-day standoff. If any part of these documents are exempt, I request that any reasonably segregable portions be released after deletion of the portions which are exempt. This request is made in the interest of the general public, regards the pursuit of justice, and revealing criminal activity by the FBI, FCC, NTIA, DOD, Air Force, U.S. Attorneys, Attorney General of the United States, and President of the United States. Therefore, I request the FCC to waive any fees for searching for or copying documents. If the FCC charges fees, in this case, it would be perceived as obstruction of justice. If you do not grant my request, under administrative appeal, within 20 working days, I will deem by request denied. Following the administrative appeal, this matter becomes a justiciable issue. Punishment is allowed under 5 USC 552 (a) (4) (G). Therefore do not fail. I continue to demand accountability on your part as Chairman at FCC, and demand that you drop whatever you are doing and concentrate on this most important issue of criminality within FCC ( inwhich you seem to be involved) and apparent abuse of power by President Clinton. Mr. Zimmerlee posed a number of question about the actions of the federal government during the standoff at Waco, Texas. During the law enforcement operation at Waco against the Branch Davidians, the FBI assumed responsibility for bringing this dangerous barricade situation to a resolution. This included setting in place a physical and electronic perimeter around the crisis site to prevent further escalation of the incident. It is essential during an operation of this type to control communications into and out of the crisis site. The Branch Davidians had the means to send and receive communications, and the FBI took steps to deny those communications except to the on-scene FBI negotiators. I want to emphasize that such actions were taken in an attempt to avoid further loss of life and to try to bring the crisis to an early resolution. All electronic operations were conducted in accordance with U.S. law and international agreements. The on-site electronic operations received close scrutiny and were approved by an Assistant United States Attorney at the Waco Command Post. All required statutory and administrative authorizations were received from competent authority, including the National Telecommunications and Information Administration (NTIA), which is the Executive Branch agency responsible for advising the President on telecommunications and information policies and carrying out related functions in accordance with Executive Order 12046. End of page 1 of 2 pages Two-page FBI letter to Newt Gingrich Page 2 of 2 Furthermore, article 133 of the International Telecommunications Convention states: &quot;Members also reserve the right to cut off any other private telecommunications which may appear dangerous to the security of the state or contrary to its laws, to public order or to decency.&quot; The Federal Communications Commission was also on the scene at the invitation of the FBI and acted in its capacity to ensure operations were in accordance with U.S. laws and regulations. In summary, the electronic operations at Waco were conducted in accordance with all U.S. laws and international agreements. We hope this will clarify the questions raised by Mr. Zimmerlee. Government techniques of lies, distortion, misrepresentation, euphemism, and misapplication of statute are addressed by paragraph. Para. 1. Mr. Kaul does not address the questions raised about jamming radio and television broadcasters in the Waco area, he does not even mention it, yet Congressman Gingrich does not care that Kaul answers no questions. Para. 2. The euphemism used here is &quot;electronic perimeter&quot; in place of deliberate radio interference, which is a crime under 47 USC 305, and 47 USC 333. Two-page FBI letter to Newt Gingrich Analysis Para. 3. Controlling communications is essential only in a tactical military situation. Therefore, Kaul reveals tactical battlefield military operations, not law enforcement. Kaul refers to a means of sending and receiving communications and admits to jamming or &quot;deny communications&quot; to the amateur radio station at Mount Carmel Center. FBI&#39;s jamming kept its unwillingness to negotiate in good faith a secret. The finding and recommendation of the subcommittees in the 1995 House Waco Hearings is that FBI&#39;s absolute control over negotiations was wrong. There was, therefore, no need to control communications. Para. 4. Euphemism &quot;electronic operations&quot; used in place of deliberate radio interference. Violations were rampant. FBI had no warrant to tap telephones, or to divert telephone lines, or to intercept cellular communications (a violation of the Electronic Communications Privacy Act), or to violated the Communications Act by using deliberate jamming. Neither the U.S. Attorneys, nor the NTIA have given any support to FBI&#39;s claim of authorization from these agencies. Indeed all documents have been classified to avoid criminal prosecution. Para. 5. Article 133 does not nullify other parts of the ITU rules (International Radio Law), especially Article 44 which outlaws jamming. The conditions of Article 133 were not met. The amateur radio station was no danger to security and the operators broke no law and complied with FCC rules. Radio jamming cannot be supported by law in peacetime, and violates the Constitution&#39;s protection of free speech. Only government stations violated ITU rules. When FCC supplied the jamming equipment (as reported in Dallas Morning News &lt;dmn0493.html&gt it became a co-conspirator with other agencies to violate the very Act for which it was created to execute and enforce. Para. 7. Euphemism, &quot;electronic operations&quot; used in place of deliberate radio interference. FBI-FCC operations violated 47 USC 305, 47 USC 326, 47 USC 333, Articles 44 of the ITU rules, and Article 19 of (United Nations) International Covenant on Civil and Political Rights. Point 1: You are operating under the incorrect assumption that a person has a right to watch TV. Since TV does not require a reception license a person does not have a right to watch TV no matter what they may believe. If I as a licensed amateur radio op were to interfere with my neighbors TV reception, it would be his problem not mine. All I would be required to do is to allow the FCC to inspect my station should they come and not to operate on illegal/unauthorized frequencies using unauthorized power. Well that and perhaps provide them with some coffee and refreshments. And while it it I would also pick their brains for helpful tips and hints. NOW if I were to interfere with the police dept or fire dept because my radio was not functioning properly or simply used illegal freqs then I am responsible for the transmission jamming said police/fire dept transmissions. They are licensed to both transmit and receive on assigned bands and freuencies. Point 2..If there were a ham station in the targeted area then the FCC would be the agency making the call on the matter. I would think that if as in Waco as you re that the FCC would err in favor of the Law Enforcement Agencies. Point 3..interference to other countries. Noting new here at all. The Russinans did it to our shortwave broadcasts and we did it to theirs for decades. Illegals in foreign countries are common on the ham bands. There were a hell of a lot of worse mistakes made at that event in Waco than the DoD jamming communications. The biggest one is the fact that the DoD was involved at all. You should _NEVER_ use the military to perform policing operations. They are not trained for it. They are trained to make war. It&#39;s never a good idea for the U.S. military to make war on it&#39;s own people, even if they are a bunch of wacked out, neo-nazi, pedophile, Jesus freaks.
